A grandmother was cited for child neglect on Tuesday after a 4-year-old girl was found wandering outside in the bitter cold. Officers were called to the 5000 block of North 100 Plaza after being called by an apartment complex manager. A resident brought the small child to the leasing office after discovering her wandering outside alone in 17-degree weather. The girl was dressed in a skirt and a winter coat. The girl's grandmother eventually arrived and said she left the home while the child was sleeping and went to the Dollar Tree and McDonald's. The grandmother was cited for child neglect, and the child was released to her mother who arrived on scene from work.
