    The High Court of Rajasthan has directed all District Judges within its jurisdiction to make a tabular compilation of FIRs registered within their jurisdictions, on a direction given under Section 156(3) of Cr.P.C., for offences committed against women and children.

    Section 156(3) of CrPC empowers a Magistrate, so empowered to take cognizance under section 190, to order the registration of FIR or order an investigation in a matter which the police had otherwise failed to register or as the case may be, investigate.

    The direction was passed by a division bench of Chief Justice S Ravindra Bhat and Justice Dinesh Mehta in a writ petition filed by one Ravi Saini, through Advocate Aditya Jain.

    The compilation shall be concerned with offences under Sections 376, 354, 304, 304B, 306 and 306B of the Indian Penal Code and provisions of the Protection of Children from Sexual Offences (POCSO) Act, 2012. The data should pertain to the period between 1.1.2019 and 20.6.2019 and the report is to be filed within a month. Further, the tabular statement received from various Districts will be further compiled and prepared as a common tabular statement by the Court Registry before it is placed on record.

    The court has also asked the State of Rajasthan to furnish an affidavit disclosing the total number of FIRs registered in relation to the same offences registered independently, without directions of the Court under Section 156(3) of Cr.P.C. during the aforesaid period. The matter will now be listed on September 24
