To amend the city charter to create a local Human Rights Commission to safeguard residents from discrimination.
$500 million bond issue for infrastructure improvements
To authorize the city to issue up to $500 million in bonds, at no more than a 30 year term or 8% interest, to improve roads, streets and bridges; public buildings; affordable housing facilities; libraries, and parks and recreational facilities; surface and subsurface drainage systems and stormwater management facilities; and public safety equipment.
Property tax increase for infrastructure improvements
To levy a 3-mill property tax for 20 years, starting in 2020, to improve roads, streets and bridges; public buildings; affordable housing facilities; libraries, and parks and recreational facilities; surface and subsurface drainage systems and stormwater management facilities; and public safety equipment.
Short-term rental tax
To levy a tax not to exceed 6 3/4%, in perpetuity, on the rent charged for the occupancy of short-term rentals, with 75% of the proceeds going to the city's infrastructure fund and 25% going to multi-year cooperative endeavor agreement with New Orleans & Company to promote tourism.
Mid-City security district
To levy an annual parcel fee, not to exceed $250 for each residential parcel and $350 for each commercial parcel, for five years beginning in 2020, for added security measures in the neighborhood bounded by Tulane Avenue (both sides), Interstate 10 (interior side), City Park Avenue (interior side), West Moss Street (interior side), Orleans Avenue (both sides), and North and South Broad Streets (both sides).
