Mystery surrounds new Gloucester Quays food, office and retail development

It will accommodate 70 staff and see a building currently hosting one of the Quays popular restaurants expand upwards - three-fold.

But who is the tenant?

Tantalising details have been revealed of a new development planned by Quays-owner Peel Holdings for its successful waterside shopping and leisure quarter.

The new development would see two more floors added to a single-storey building in the heart of centre - adding more than 800 extra square metres of office space.

Detailed plans championing the proposals are now with Gloucester City Council, but it is not known whether the build is speculative or whether the Quays has a client in mind already.

Neither is it known at this stage what will happen to the Italian-themed restaurant Carluccios, whose building will form the footprint of the development.

There is no suggestion it will close, move, or is looking to expand as part of the plans, and Punchline had heard nothing back from the London-headquartered business before we published this article.

Neither has it heard back from Peel itself, but as soon as we can enlighten you further we will.

The planning application is for the "creation of 868 sq m of office floorspace including 842 sq m at the first and second floor levels and 26 sq m at the ground floor level and for the removal of the existing roof to the adjacent arcade and associated public realm improvements to create an open walkway, including provision of festoon lighting."

According to a design and access statement, called 'Block O - proposed office building', drawn up by Bristol-based planning consultants WYG, the scheme will involve "reconfiguring the existing food and beverage unit fronting Merchants Road with a target floor space of 2,000 sq ft".

It will also "form a new retail unit fronting High Orchard Street with a minimum floor area of 1,000 ft2 (92 sq m).

In the document it outlines its impact to date of the redevelopment of the previously mostly derelict site.

"Peel continued to invest in the centre and as a consequence, the development has seen visitor footfall rise from under a 1 million in 2009 to 6.7 million visitors in 2018 and average customer spend rising by 29 per cent," said the statement.

"In conjunction with the creation of circa 1,500 jobs associated the centre, this in turn has supported the continued regeneration of the local area, helping to drive economic growth".

Peel Outlets was established in 2006 as a subsidiary company to develop and manage its outlet portfolio.

The company re-branded to Peel Lifestyle Outlets in 2016 "to reflect its plans to create a new generation of cutlet centre" through a balanced combination of strong retail brands, leisure amenities, entertainment and 'experience'.

Peel Lifestyle Outlets, is the owner-operator of Gloucester Quays.
