NEW DELHI: Against the backdrop of Centre’s claim of insurgency declining in the Northeast, the number of civilian casualty in insurgency-related violence in the region till March this year is more than the casualty suffered by the insurgent organisations.

Statistics available with the Union Home Ministry (MHA) say that 16 civilians have been killed in 104 insurgency-related violence incidents in the north-eastern States this year. Four security personnel and two extremists were also killed during the same time. The major civilian casualty took place in Arunachal Pradesh where as many as 11 civilians were killed by suspected NSCN-IM militants. Two security personnel were also killed in 20 different incidents that took place in the State.

Four civilians were killed in Manipur in 50 different incidents where two extremists were also killed in the State in May. Sources in the Home Ministry said that the Central government has been following a multi-pronged strategy to deal with the security situation in north-eastern States which comprises security related measures and development and rehabilitation-related initiatives.

“The Central Government is following a policy of talks with those groups who abjure the path of violence and seek resolution of their demands peacefully within the framework of the Constitution of India,” said the sources. Significantly, Tripura is the only State in Northeast where no insurgency-related violence took place this year.
