Dispur seeks to amend Assam Land and Revenue Regulation, 1886

GUWAHATI: Dispur is drafting a Bill seeking an amendment to the Assam Land and Revenue Regulation, 1886 to give teeth to it. The amendment, if brought, will empower deputy commissioners of the State to free xatra lands from encroachers.

This development is taking place in the State at a time when a new land policy is in the making. The draft of the new land policy prepared by the State Revenue Department is being reviewed now. In sync with the preparation of the new land policy, Dispur has felt it necessary to empower the deputy commissioners to free at least 100-year-old xatras and ancient monuments from encroachment.

According to sources in the State Revenue Department, the existing Assam Land and Revenue Regulation, 1886 has empowered deputy commissioners to free government lands from encroachers. The regulation, has, however, stopped short of giving any specific power to the deputy commissioners to free the lands of encroached xatras and ancient monuments. And this has necessitated Dispur going for such an amendment.

According to department sources, the Bill being drafted now is to be introduced in the Assam Legislative Assembly after approval by the Chief Minister.

There are allegations of suspected foreigners encroaching upon Xatra lands in the State. The latest official report gives details of the encroached lands of seven xatras as – 121 bigha 15 lecha of Shyamrai Bigroh Xatra in Barpeta district, 20 bighas of Sri Thakur Ata Xatra in Bongaigaon district, 3 bigha 2 katha 10 lecha of Sri Sri Auniati Xatra (Kaliapani branch) in Jorhat district, 15 bigha of Sri Sri Dakhinpat Xatra (Satai branch) in Jorhat district, 1 bigha 16 lecha of Gormur Xatra (branch) in Jorhat district, 16 bigha 4 katha 17 lecha of Sri Sri Narasingha Xatra in Nagaon district, and 2 katha 7 lecha of Ramrai Kuti Xatra in Dhubri district.
