Meghalaya To Submit Proposals On Sixth Schedule Amendment Bill

SHILLONG: The Meghalaya Government will soon be submitting its suggestions and recommendations on the amendment Bill of the Sixth Schedule of the Constitution to the Parliament Standing Committee.

“The compiling of the suggestions and recommendations by the District Council Affairs (DCA) department is almost complete. The DCA will be sending its recommendations on the amendment bill to the Home department and it would be then submitted to the Parliament Standing Committee,” official sources said.

According to official sources, the recommendations made by the committee headed by DCA Minister James PK Sangma for deletion of the word “unrepresented tribes” from the amendment bill has also been incorporated.

Official sources also informed that the views and suggestions of the various stakeholders and groups have been included in the recommendations to be submitted to the Parliament committee.

Earlier, spokespersons for MITCRM and member of the committee headed by Sangma, Samuel B Jyrwa informed that the committee also agreed that the words “village council” and “municipal council” which have been included in the amendment bill should not apply to the Khasi Hills Autonomous District Council (KHADC) and Jaintia Hills Autonomous District Council (JHADC).

Jyrwa had also said that the number of seats in the Khasi Hills Autonomous District Council (KHADC) should be 31, which is an increase of one seat.

He said that they have decided to include all the recommendations which includes keeping the number of elected members to the KHADC to 29, plus two nominated members including a women.

He also informed that they have also decided to omit the inclusion of “unrepresented tribe” from the bill. It may be mentioned that as per the proposed amendment of the Sixth Schedule, the KHADC will be known as the Khasi Hills Autonomous Territorial Council and will consist of not more than 40 members, of whom 36 shall be elected on the basis of adult suffrage.
