Momentum builds in Albany for congestion tolls in NYC

ALBANY, N.Y. — Momentum for congestion tolls in Manhattan is growing, with increasing numbers of lawmakers joining a list of supporters that already includes Democratic Gov. Andrew Cuomo and several local business groups.

The idea of imposing surcharges on vehicles entering the busiest parts of Manhattan had been a tough sell in Albany, but backers say that's changing as officials look for ways to raise badly needed revenue for the city's subways.

Dozens of Democratic lawmakers have already signed on to congestion tolls, expected to be a big issue when state lawmakers convene next month.

Despite the support, negotiating the details will be politically challenging. Big questions remain, such as what the toll should be, whether trucks and commercial vehicles should pay more, and whether a discount should be given to low-income commuters.
