From a homeless shelter to police HQ, these Salem-area developments are on the way

Several big projects are scheduled to wrap up in and around Salem over the coming year, from adding shelter beds amid the city's homeless crisis to giving police more resources to fight crime.

Here's a look at what's coming in 2020.

Salem police headquarters

Salem's new police headquarters, which voters approved in a $61.8 million bond measure in 2017, is scheduled for completion in September.

The approximately 104,000-square-foot police facility allows the Salem Police Department to move out of its cramped quarters in Salem City Hall.

After breaking ground in November 2018, workers have been putting the three-floor station together for a little more than a year. Structural concrete work is done, and interior work is underway, said Assistant City Engineer Allen Dannen.

Between now and September, work will start on a parking structure. The headquarters will have 100 parking spaces, Dannen said. Also on the to-do list is work on Division and Liberty streets NE, as well as landscaping and the plaza. 

Union Gospel Mission men's shelter

Early designs for the proposed Union Gospel Mission of Salem men's shelter along the 700 to 800 blocks of Commercial Street NE.

The Union Gospel Mission of Salem is on-track to complete its 300-bed men's shelter in north downtown Dec. 31 of this year, according to executive director Dan Clem.

A ribbon-cutting date has yet to be announced, but the shelter should be ready for occupants by Feb. 8, 2021, Clem said.

UGM has $14.8 million of its $15 million goal to pay for the shelter, including a $749,000 grant that will become available this year from a Salem urban renewal area, Clem said.

To get over the finish line, UGM is holding a "Victory Luncheon" from noon to 1 p.m. on Thursday, Jan. 16 at Salem's Historic Grand Theatre at 187 High Street NE.

An anonymous donor will match any contributions made during the luncheon, Clem said.

Salem Health hospital

Salem Health is adding a seven-story expansion to its campus with 150 beds.

Salem Health will begin a project early in 2020 that will result in a seven-story, 150-bed addition to the campus hospital, officials said.

A growing population with increasing medical needs are at the heart of the expansion. 

The expansion is to the east side of the existing hospital means a temporary relocation of the entrance to the emergency department. The entrance has moved to the north end of Building A, on Oak Street. The entrance can still be accessed from either Mission Street or 12th Street.

Project completion is scheduled for July 2022.

Monmouth Roth's Fresh Markets

Roth's Fresh Markets is coming to Monmouth in 2020.

Local grocer Roth's Fresh Markets is moving from Independence to Monmouth, becoming Monmouth's sole major grocery store.

The new Roth's will be 34,000 square feet and look like the company's West Salem branch, just without an upper balcony. Roth's wants to attract more customers from Polk County, President and CEO Michael Roth has said.

The relocation is expected to be completed by May. It is part of a development called Ash Creek Station, which will also have Tractor Supply Co., a ranch and farm retailer. Taco Bell will also be part of the development.

Developers were in talks with other businesses to fill Ash Creek Station, including a fitness center, drive-through coffee shop and a daycare provider, though those tenants haven't been confirmed.

Salem's Amazon delivery station

Amazon is replacing the former Panasonic solar plant with a delivery station, according to City of Salem permitting records.

No opening date has been announced for the delivery station at 5475 Gaffin Road SE, but workers have made steady progress on the building, which was acquired by Reich Brothers Holdings in 2018.

The move expands Amazon's reach in Salem, with the station joining the approximately 1 million-square-foot packing and shipping warehouse nearby on Depot Court SE. Amazon's so-called fulfillment center opened in 2018, and is supposed to employ about 1,000 workers.

It remains unclear how many people could work at the delivery station. According to Amazon, delivery stations are warehouses used to prepare customers' orders "for last-mile delivery."

Holman Riverfront Park Hotel in 2022

Okay, this one is a bit out there in the future. But its promise to reshape a portion of downtown means it had to make the list.

The seven-story Holman Riverfront Park Hotel, which will rise from the metaphorical rubble of downtown Salem's former Marion Car Park, now has an estimated opening date: early 2022.

Developers haven't yet set a groundbreaking date, which kicks off construction. That depends on the City of Salem's permitting process, said Vanessa Sturgeon with Portland-based Sturgeon Development Partners, the group behind the hotel.

The Historic Landmarks Commission approved the project in November with conditions. For example, workers must construct the primary façade from brick or stone, not pre-cast concrete blocks or stucco, to blend with surrounding buildings.
