Salem man charged with rape, sex abuse against a minor

A Salem man is being held in lieu of $500,000 after being charged with raping and sexually abusing a minor in Marion County. 

Cesar Campos Venegas, 25, was arrested by Salem Police Thursday and charged with first-degree rape, first-degree unlawful penetration and first-degree sexual abuse. 

The crimes allegedly occurred between January 2015 and January 2016 against a victim who was under 14 at the time, according to court documents. 

Venegas is being held at the Marion County Jail and was ordered to have no contact with the victim. 

His next court date is at 8:30 a.m. on March 21. 

First-degree rape, first-degree unlawful penetration and first-degree sexual abuse are all Measure 11 offenses. The first two charges carry a minimum sentence of eight years and four months. The last carries a minimum sentence of six years and three months.
