Two charged in connection with NE Salem shooting following SWAT operation

A SWAT operation Wednesday resulted in two men charged in connection with a northeast Salem shooting in late March. 

Joesph Edward Campos, 20, and Pablo Enrique Zegovia, 21, of Stayton, were arrested during a Salem Police SWAT operation around 8 a.m. in the 2500 block of Brown Road NE that lasted about an hour, according to Lt. Treven Upkes. SWAT was assisted by the street crimes unit and detectives. 

Campos and Zegovia were charged with attempted murder and first-degree robbery after officers responded to shots fired Saturday evening near Winter and Gaines streets NE.

About 10 minutes after the report of shots fired, a juvenile male showed up at Salem Health hospital with a gunshot wound, Upkes said. 

A warrant was issued for Campos and Zegovia's arrest by Marion County deputy district attorney Katie Suver on March 30.  

Campos and Zegovia are being held at the Marion County Jail.

According to an affidavit for an arrest warrant written by Salem Police Det. Corporal Gordon Albert, on March 30, events occurred as follows:

Salem Police officers received a report of shots fired around 5 p.m. March 28 near Winter and Gaines streets NE. 

Witnesses reported two people running east on Gaines Street and a black sedan fled south on Winter Street at high speeds. 

When police arrived, they found seven 9mm shell casings. 

About 10 minutes later, two individuals, including a juvenile male with a gunshot wound to the right shoulder, showed up at Salem Health hospital. Salem police received information that the bullet struck the victim's spine and he would most likely suffer permanent paralysis of "some degree."

The victim was later taken to Oregon Health & Science University for treatment and is now in stable condition. 

During an initial interview, one of the victims told police that he and the other victim went to Grant Elementary School to play basketball when they were approached by two unknown men. The suspects ran up to the victims' car, pointed guns at them and began shooting as they drove away. 

Officers found video surveillance from a location east of the shooting. 

 In the footage, police saw two individuals, one wearing a red jacket and a black beanie and the other wearing a denim jacket over a black shirt and black pants. The second had his hair dyed a bright red-orange.

Other footage caught the same suspects walking west across Winter Street NE onto other grounds of Grant Elementary and to the covered basketball court area. 

At 4:53 p.m., the video captured a black sedan arrive.

The two subjects approached the passenger side door and stayed there for about 14 seconds. 

Four seconds later, the black sedan was captured accelerating away south on Winter Street. The two suspects were captured disappearing between a parked van and a nearby building. 

The suspects were later identified as Campos, who wore the red jacket and beanie, and Zegovia, who had red-orange hair.

In a follow-up interview, the victim added that he and the second victim were waiting for friends when they arrived at the elementary school to play basketball. He said the two unknown men approached the vehicle from the passenger's side and told the second victim to hand over their belongings while both pointed black firearms at each of the victims.

At some point, the second victim in the passenger's seat grabbed the pistol pointed at him and told his companion to start driving. 

The first victim told police he froze, then when the gun went off, he started driving. 

He said both suspects fired the pistols as they drove away.

The second victim told his companion that he had been shot and they drove to Salem Health hospital.

Campos and Zegovia face charges four counts of first-degree attempted murder, first-degree assault, attempt to commit a class A felony, two counts of first-degree robbery, two counts of unlawful use of a weapon. Zegovia faces a felon in possession of a firearm charge. 

Bail amounts are set for $500,000 each and both have scheduled court appearances at 8:30 a.m. April 13.
