Salem woman arrested on DUI, manslaughter charges for fatal I-5 crash near Woodburn

A Salem woman is facing DUI and manslaughter charges for her role in a multi-vehicle crash on Interstate 5 that left one man dead and five people injured.

Valeria Villasenor-Sibrian, 24, was arrested Wednesday on charges of second-degree manslaughter, DUI, two counts of third-degree assault, three counts of fourth-degree assault and four counts of reckless endangerment.

Her arrest comes more than seven months after Oregon State Police troopers and emergency personnel first responded to the four-car pileup on I-5 near Woodburn. 

According to the state police investigation, Villasenor-Sibrian was driving southbound on the highway around 4 a.m. on Oct. 26 when she triggered a chain reaction by crashing into another vehicle.

Her 2019 Mazda sedan rear-ended a 2013 Toyota Scion being driven by Artemio Jaen Davila, 24, of Beaverton. 

Davila's vehicle left the roadway, went underneath a cable barrier in the median and was struck by a northbound 2013 Hyundai Santa Fe being driven by Vanessa Underwood, 55, of Salem.

Davila suffered fatal injuries and was pronounced deceased at the scene. 

A passenger in Davila's vehicle left the location on foot and was not located after the crash.

A fourth vehicle, a 2017 Dodge Ram pickup driven by Theresa Peters, 52, of Salem, was traveling northbound and struck the Hyundai Santa Fe. 

Five people were transported to Salem Hospital. Three had serious injuries.

The crash and ensuing investigation closed I-5 northbound and one lane of I-5 southbound for about six hours.
