Smokers could be BANNED from lighting up in their council homes and given vaping kits

The work is being carried out by local firm William Gray Construction as part of refurbishment of the old Citizens Advice building.

He said the men were subcontractors who broke strict no smoking rules but there was was “no increased level of danger”.

He added: “All employees sign to acknowledge our site rules.

"The safety of the workers, the public and businesses is a priority, and we are looking in to how this incident occurred.”

Highland Council said construction safety is not its responsibility.
