York could become the first zero-emission city centre in the country after the lockdown is lifted, with only electric vehicles and bikes allowed within its walls.

The tourist destination is already due to ban private car journeys by 2023, excluding those by disabled people. Its new objective came after Grant Shapps, the transport secretary, said that the government wanted at least one city centre to be restricted to electric vehicles and bikes as part of a package to “change the way people travel”.

He is investing £2 billion as part of efforts to create a “new era” for cyclists and walking, amid fears that coronavirus could spread across public transport as people return to work.

York city council’s Labour group has written to its Liberal
