St. Paul officers on patrol Sunday night heard multiple gunshots and soon found two people shot inside a vehicle in the Payne-Phalen neighborhood.
Paramedics took both individuals to Regions Hospital, where one man died, police said early Monday. The other is being treated for non-life threatening injuries, said Sgt. Mike Ernster, a St. Paul police spokesman.
Just after 9 p.m. officers on Payne Avenue heard gunshots and responded to the area where they believed they originated, Ernster said. They found two people injured at Payne and Jessamine avenues.
Homicide investigators were canvassing the area, looking for witnesses or anyone with information about what led to the shooting, which police do not believe was random, Ernster said.
Police did not release information about the person who survived the shooting as the investigation is underway, Ernster said.
Officers arrested an 18-year-old man at the scene and he was booked into the Ramsey County jail on suspicion of aiding an offender to avoid arrest, according to a jail log. Police have not made other arrests.
Police said they would release the name of the man who was killed after the Ramsey County medical examiner’s office confirms his identity.
