Two men were shot, one fatally, in St. Paul’s Summit-University area early Wednesday night. Police announced Thursday that two people are under arrest.

A large crowd gathered after the shooting on Concordia Avenue, just west of Western Avenue and south of Interstate 94, at about 5:45 p.m. Officers found a man in the street had been shot in the head and a nurse was rendering aid.

Paramedics also arrived and pronounced the man dead.

“It was a very raw and emotional scene, one that reminds us that a family is in pain,” said Sgt. Mike Ernster, a St. Paul police spokesman.

Other responding officers saw a sedan speeding away, followed its path and discovered it crashed near Marshall Avenue and Chatsworth Street.

It wasn’t known on Wednesday night whether the sedan and its occupants were involved in the shooting, police said.

Soon after the gunfire, a man who had been shot drove himself to Regions Hospital, police said. Officers believe he was wounded in the Concordia Avenue shooting. He was being treated for injuries, which police said did not appear life threatening.

Officers were searching the shooting and crash scenes for witnesses and evidence to help them determine who was responsible.

Police said Thursday that Tazman A. Jones-English, 21, was arrested on suspicion of murder and Quincy R. Adams, 26, was arrested on suspicion of aggravated assault.

Police will release the name of the man who was killed after the Ramsey County medical examiner’s office confirms his identity.

The homicide marked the 18th of the year in St. Paul. Last year, there were 30 homicides in the city, the most in more than 25 years.

Previously, there was an average of 17 homicides a year in St. Paul since 1995. The most homicides on record in the city were 34 in 1992.
