Two primary schools in Swansea will definitely close after an education shake-up was confirmed by cabinet.

Craigcefnparc Primary School and YGG Felindre will shut at the end of August, while YGG Tan-y-lan and YGG Tirdeunaw will be rebuilt at new sites.

An expanded YGG Tirdeunaw will take shape on land at Penlan's YGG Bryn Tawe and should be ready for classes in January 2021.

A larger YGG Tan-y-lan will be built on Beacons View Road, Clase, and also open in January 2021.

Campaigners who attended a cabinet meeting asked about the impact on the Welsh language if the YGG Felindre closure decision was confirmed, and about a school organisation code introduced in Wales last autumn which has a presumption against the closure of rural schools.

A potential link-up - or federation - between YGG Felindre and YGG Lon Las, Llansamlet , was also raised.

The report before cabinet said YGG Lon Las was only considering federation with YGG Felindre, which has just 10 pupils, if a decision was taken to keep the school open.

Councillor Jennifer Raynor, cabinet member for education improvement, learning and skills, said correspondence suggesting a federation business plan had only come from one of the two schools, and there was nothing to suggest a joint meeting of the two governing bodies had taken place.

Cllr Raynor said the impact on Welsh language had been "seriously considered", and the council's proposals for YGG Felindre pre-dated the new school code.

But she added that education chiefs "have looked seriously at the entire process" and "taken notice" of the new code since it came into force.

Cllr Raynor reiterated that the authority had been worried about both primaries for a while.

"Felindre has been causing concern for a number of years," she said.

On Craigcefnparc primary, she said: "The concern has always been the quality of education, and its ability to improve."

When criticised by a YGG Felindre parent governor, Cllr Raynor said the school's governing body had been reluctant "to recognise its own resonsibility in selecting staff and effectively running the school".

Cllr Raynor added that Craigcefnparc primary, whose pupil roll is in the 40s, had received more than 750 days of council officer support in the past two years, which was close to the amount it should receive in five years.

The council received 363 written objections to the YGG Felindre closure proposal between January and February this year - when a statutory notice was published - with 337 of them described as being in the form of a standard letter. There was also a petition of objection, and an open letter - with 124 names on it - which was sent to all of Swansea's councillors.

There were 39 written objections to the Craigcefnparc closure proposal during this period.

No objections were forwarded about the proposed expansion and relocation of YGG Tan-y-lan and YGG Tirdeunaw.

Cllr Raynor said of these new-build projects: "We think it will provide a fantastic opportunity, especially with the opportunity to share the sports provision attached to the Bryn Tawe site."

Speaking after the meeting, Councillor Brigitte Rowlands, in whose Mawr ward YGG Felindre and Craigcefnparc primary are located, said: "Unfortunately I have just left the council chamber in the Guildhall with a very heavy heart."

She thanked the schools' supporters for attending the meeting "during this very testing and trying time", and said the priority should now be the current pupils, who would be moving to a different school in September.

On the closure decision, she said: "I'm just sorry that I could not have prevented this from happening."
