Sporadic protests continued across the United States this week, while Attorney General William P. Barr defended the federal response to unrest in Portland, Ore., and the federal agents there began to withdraw.

Calm returned to Portland, Ore.,Thursday night, as Black Lives Matter demonstrators staged a <a href="https://www.washingtonpost.com/nation/2020/07/31/portland-protests-federal-calm/?itid=lk_inline_manual_5" target=_blank>peaceful vigil</a> downtown, with virtually no sign of law enforcement officers.

<a href="https://www.washingtonpost.com/sports/2020/07/30/nba-social-justice-jerseys-names-messages/?arc404=true&itid=lk_inline_manual_6" target=_blank>NBA players</a> have returned to the courts wearing the words “Black Lives Matter," “Equality” and other civil rights slogans on their jerseys.

The Department of Homeland Security compiled <a href="https://www.washingtonpost.com/national-security/dhs-compiled-intelligence-reports-on-journalists-who-published-leaked-documents/2020/07/30/5be5ec9e-d25b-11ea-9038-af089b63ac21_story.html?itid=lk_inline_manual_7" target=_blank>“intelligence reports”</a> about the work of journalists covering the Portland protests.

A man who pulled a gun out of his vehicle while arguing with protesters in Flagstaff, Ariz., will not face gun charges related to the incident, police said.

James Kleinhenz, 51, stopped his SUV in an intersection Saturday where more than 75 demonstrators were marching before flipping them off, according to a Flagstaff police statement.

<a href="https://www.azcentral.com/story/news/local/arizona/2020/07/30/video-man-confronts-pulls-gun-protesters-officer-nearby/5540381002/" target=_blank>The Arizona Republic</a> reported that protesters then began surrounding his vehicle before removing his keys and taking his cellphone. They then proceeded to throw eggs and rocks at the SUV, according to the statement, before Kleinhenz exited his car with a gun. Police say they quickly confiscated the weapon.

Two people told the newspaper that this was not the first time Kleinhenz, who the report says appeared intoxicated, has harassed demonstrators at anti-racism protests. Police removed him from the intersection to investigate the incident before arresting him on suspicion of driving while intoxicated and driving with a high blood alcohol concentration.

NEW ORLEANS — A group that was denied permission to march in a Louisiana city’s Christmas parade when it insisted on carrying Confederate battle flags lost its latest appeal Thursday in a federal court.

Three judges of the 5th U.S. Circuit Court of Appeals rejected an appeal by the Louisiana Division of the Sons of Confederate Veterans. They upheld a lower-court ruling that there was no constitutional violation in the denial of the permit because permitting decisions were made by a private, nonprofit group — not a government entity.

For almost two decades, Tulsa’s Greenwood Avenue was an epicenter of Black wealth and entrepreneurship — until the Tulsa Race Riot of 1921, when a White mob killed more than 300 residents and razed the neighborhood, a watershed moment of violent white supremacy.

On June 18, local activists made national headlines when they chose that street for a huge Black Lives Matter slogan in yellow letters to commemorate <a href="https://www.washingtonpost.com/history/2020/06/18/juneteenth-holiday-history-slavery-george-floyd/?itid=lk_inline_manual_4&itid=lk_inline_manual_19">Juneteenth</a> and to send a message to President Trump, who would fly over the sign on his way to a <a href="https://www.washingtonpost.com/politics/hot-words-but-no-violence-as-trump-rallies-in-tulsa/2020/06/20/82bdd10c-b30b-11ea-8f56-63f38c990077_story.html?itid=lk_inline_manual_4&itid=lk_inline_manual_19">rally</a> in the city two days later.

Now, Tulsa City Council members have ordered that the street art be washed away. The decision from <a href="https://cityoftulsa.viebit.com/player.php?hash=ZMOTgJOldutx">Wednesday’s council meeting</a> comes after a pro-police group asked the city to paint a street mural in support of the Tulsa Police Department.

As the NBA resumed its season Thursday at the ESPN Wide World of Sports Complex outside Orlando, the absence of fans inside the league’s bubble was far from the only noticeable difference. Changes were made to the courts as well, with “Black Lives Matter” printed in block lettering near the center of the floor.

But perhaps the most significant aesthetic differences for this experimental conclusion of the season were the jerseys on players’ backs.

In the wake of widespread protests this spring and summer sparked by the deaths of George Floyd, Breonna Taylor, Ahmaud Arbery and others, the league and its players’ union agreed on a list of social justice messages players can choose to put on their jersey in lieu of their last name.

The messages will be displayed above the number during the first four days of the season restart, after which players can choose to either simply go back to displaying their last name or keep both the social justice message and their last name on their jersey.

PORTLAND, Ore. — After President Trump ordered federal law enforcement officers into Portland, Ore., earlier this month, the protests largely ended the same way for days: with tear gas, rubber bullets and arrests.

On Thursday, the first protest held<a href="https://www.washingtonpost.com/politics/a-violent-send-off-on-feds-final-night-at-portland-courthouse/2020/07/30/fa1c8600-d28f-11ea-af07-1d058ca137ae_story.html?itid=lk_inline_manual_4&itid=lk_inline_manual_31"> since the federal agencies agreed to pull back</a> their officers was a markedly more peaceful affair.

As the Black Lives Matter-inspired vigil wound down early Friday, there was virtually no sign of the Oregon State Police officers who had taken over protection of the federal buildings at the center of the protests.

Instead of being forcibly removed from downtown’s Lownsdale Square and the adjacent Chapman Square, which lie opposite the barricaded Mark O. Hatfield U.S. Courthouse, the crowd thinned out on its own, with many protesters heading home of their own accord.

The Department of Homeland Security has compiled “intelligence reports” about the work of American journalists covering protests in Portland, Ore., in what current and former officials called an alarming use of a government system meant to share information about suspected terrorists and violent actors.

Over the past week, the department’s Office of Intelligence and Analysis has disseminated three Open Source Intelligence Reports to federal law enforcement agencies and others, summarizing tweets written by two journalists — a reporter for the New York Times and the editor in chief of the blog Lawfare — and noting they had published leaked, unclassified documents about DHS operations in Portland. The intelligence reports, obtained by The Washington Post, include written descriptions and images of the tweets and the number of times they had been liked or retweeted by others.

No charges will be brought against the former police officer who shot and killed Michael Brown, the unarmed Black teenager whose 2014 killing in Missouri gave rise to the Black Lives Matter movement.

St. Louis County’s top prosecutor announced Thursday that he will not bring charges against the Ferguson police officer after conducting a five-month reexamination of the case.

The shooting set off a months-long uprising in the Missouri city that reverberated around the country, spotlighted racial inequality and police brutality, and helped launch the Black Lives Matter movement. The decision not to charge Darren Wilson, the White former officer, comes amid another round of nationwide protests over law enforcement treatment of Black people, sparked by the killing of George Floyd in Minneapolis.

In the late 90s, five kids from Chicago’s West Side beat their way past incredible odds to become the country’s first all-Black rowing team.

Author and philanthropist MacKenzie Scott on Tuesday announced $1.7 billion in donations, including $40 million to Howard University — the largest gift from a single donor in the school’s 153-year history.

Scott pledged last year to donate most of her wealth and said in a <a href="https://medium.com/@mackenzie_scott/116-organizations-driving-change-67354c6d733d">Medium </a>post Tuesday that she has given to causes including racial justice, LGBTQ and gender equity. Scott’s former husband, Amazon founder and chief executive Jeff Bezos, owns The Washington Post.

The eight-figure gift to Howard will allow the historically black university to graduate students on time, complete infrastructure projects, retain faculty and develop programs for innovation and entrepreneurship, said Wayne A.I. Frederick, the university’s president.

RICHMOND — The creators of a high-tech memorial to <a href="https://www.washingtonpost.com/national/new-video-reveals-george-floyds-desperate-pleas-before-his-death/2020/07/15/c81e9d3c-c6b4-11ea-b037-f9711f89ee46_story.html?itid=lk_inline_manual_2&itid=lk_inline_manual_54">George Floyd</a> wanted to unveil it in a place that had deep meaning for the cause of fighting racial inequity, so they chose the grandest totem in the former capital of the Confederacy: the statue of Robert E. Lee on this city’s Monument Avenue.

Floyd’s family traveled to Richmond to be present for Tuesday’s unveiling of a holographic portrait of the man whose death in May under the knee of a Minneapolis police officer has touched off protests around the world.

“It gets me worked up — in a good way, just seeing this memorial and knowing that my brother’s death is not in vain,” Rodney Floyd said Tuesday, shortly before the official debut.

Facebook says its mission is to bring the world closer together by building community, but as calls for racial justice reverberate throughout the nation, it’s exposing the social network’s limits in bridging racial and social divides. “<a href="https://www.facebook.com/momsintechpage/">Moms in Tech</a>,” a 15,000-member Facebook group started by Linda Xiong, a product manager at Facebook, has offered an online support system for working moms to navigate the overwhelmingly white male world of technology since 2017.

But on Monday, <a href="https://www.theverge.com/21339756/moms-in-tech-facebook-group-racism-white-fragility-community-members">the Verge reported </a>that allegations of racism and white privilege cracked open fragile fault lines between its members. On May 28, just three days after the police killing of George Floyd, Liz Casmier, a black woman who works in health care, noticed there was no mention of Floyd’s death on the group’s feed.

“There was a lot of talk about Peloton bikes and ‘who’s the best pediatrician in Los Altos,’” <a href="https://www.theverge.com/21339756/moms-in-tech-facebook-group-racism-white-fragility-community-members">Casmier told the Verge</a>. “I was like, ‘How is it that no one has said anything at all?’ George Floyd called for his mother — you can’t ignore that if you’re a mom.” 

Casmier posted her concerns and told the group she was leaving. Her message inspired conversations in some. It provoked defensiveness in others.

Since Casmier’s post, the group has wrestled with many of the same issues confronted by the culture at large — white fragility, the censorship and removal of content about racial justice, the diversity of its leadership and whether to capitalize the “b” in black.

Tensions have flared. Members have left. Others have been kicked out. The group shut down temporarily in June, only to be rebooted in July with stricter guidelines about posting in the public forum.

Now, instead of a sisterhood united in the fight for a more equal workplace, the group has fragmented into smaller factions individually focused on social justice, anti-racism and allyship among others.

Sixty-five percent of American adults support the protesters who have marched through the nation’s streets for racial justice, according <a href="https://news.gallup.com/poll/316106/two-three-americans-support-racial-justice-protests.aspx">to the results</a> of a Gallup poll released Tuesday.

When assessed by race, black adults, at 92 percent, were the most likely to support the protests, followed by Asian (89 percent), Hispanic (70 percent) and white (59 percent) adults.

By political affiliation, a majority of Democrats (95 percent) and independents (69 percent) are in favor of the ongoing protests. Few Republicans are, with only 22 percent saying they support the demonstrations and fewer than 1 in 5 feeling “connected” to them.

The survey found mixed responses to the question of whether protests altered views on racial justice, with just over half saying yes — 21 percent said the protests changed their views “a lot” and 33 percent said they had a “little.”

Overall, 1 in 10 responders said they had participated in protests in the past 30 days. Young people were more likely than older demographics to participate, with about a fourth of those surveyed between the ages of 18 to 29 saying they had been a part of the demonstrations. Ninety-seven percent of those over the age of 65 said they had not.

This was the latest report published from an ongoing project by the Gallup Center on Black Voices, which previously observed that few Americans support <a href="https://www.washingtonpost.com/nation/2020/07/22/abolish-police-gallup-poll/?itid=lk_inline_manual_72">eliminating police departments</a>.

The Los Angeles Police Department will be expanding a program called the <a href="https://www.lamayor.org/mayor-garcetti-announces-creation-lapd-community-safety-partnership-bureau">Community Safety Partnership</a> and establishing a new bureau within the department to help officers build stronger relationships with the communities they serve, Los Angeles Mayor Eric Garcetti <a href="https://twitter.com/MayorOfLA/status/1287904257950117888">announced on Monday</a>.

Heading up the new bureau is Emada Tingirides, a native of Los Angeles’s Watts neighborhood, who will become the LAPD’s second black female deputy chief, <a href="https://www.latimes.com/california/story/2020-07-27/lapd-expands-community-policing-program-appoints-black-female-deputy-chief">according to Los Angeles Times</a>.

The announcement comes as calls to reform policing have erupted across the country in the wake of George Floyd’s death at the hands of Minneapolis police.

Emphasis will be put on trust and relationships instead of measuring an officer’s success by arrests and citations, <a href="https://www.lamayor.org/mayor-garcetti-announces-creation-lapd-community-safety-partnership-bureau">Police Chief Michel Moore</a> said in a statement.

“LAPD’s new Community Safety Partnership Bureau is the first of many step[s] this Department will be taking as we reimagine policing in LA,” <a href="https://twitter.com/LAPDHQ/status/1287912348825444354">the LAPD said on Twitter.</a>

The CSP program was originally introduced by the LAPD in 2011 to address public housing and high crime rates by embedding officers in various neighborhoods for long rotations to establish trust.

In the newly announced CSP program, residents will work with officers to reduce crime by developing community programs, including sports and recreation, and bridge communication gaps between residents and officers, according to <a href="https://www.lamayor.org/mayor-garcetti-announces-creation-lapd-community-safety-partnership-bureau">a news release</a> from the mayor’s office.

“We all have to own this moment. I’m struggling with how we describe this new paradigm, but I think it’s community-driven policing,” Garcetti said at a <a href="https://www.facebook.com/MayorOfLA/videos/2606118779626514/" target=_blank>news conference</a>.

The office of Seattle Mayor Jenny Durkan (D) said Tuesday that federal agents deployed to the city amid protests over police violence and racial injustice have left the Seattle area.

The Trump administration dispatched members of the Department of Homeland Security’s Border Patrol Tactical Unit to Seattle on Thursday. On Friday, local elected officials delivered a four-page letter to Brian Moran, the U.S. attorney for the Western District of Washington, questioning the administration’s decision and seeking clarification on the federal agents’ purpose in Seattle. The letter asked whether the DHS and the Justice Department were invoking the Insurrection Act and warned that the federal presence could escalate protests in Seattle as they had in Portland, Ore.

The agents arrived ahead of an expected weekend of protests in solidarity with Portland, where federal officers have used crowd-control tools, including tear gas, against protesters outside the federal courthouse. About 2,000 people turned out for a march Saturday that the Seattle Police Department later declared a riot. The protesters did not march to any federal buildings, and the department says no federal agents participated in police attempts to disperse the crowd in the Capitol Hill neighborhood.

“This demobilization means Washingtonians no longer have to worry about the White House’s aim to provoke confrontation and undermine peaceful protests,” Washington Gov. Jay Inslee (D) said in a statement Tuesday. “Those peacefully protesting have raised the public’s consciousness of the urgent need for racial justice, and I have no doubt they will continue to use their voices to call for action.”

King County Prosecuting Attorney Dan Satterberg, who signed Friday’s letter, said the federal intervention elsewhere continues to be a concern.

“We should all be outraged at the nightly specter we see in Portland of an unaccountable military force that answers only to the president using excessive force on moms, veterans and citizens with a legitimate grievance against their government,” he said in a written statement. “They made everything worse there and they have no exit strategy. This is good news for Seattle, but let’s not lose focus on Portland.”

“The Ellen DeGeneres Show,” the daytime talk show, is now under investigation by WarnerMedia after numerous accounts of a “toxic workplace culture” have surfaced in recent weeks.

Executives from Telepictures, the show’s producer, and Warner Bros. Television, the show’s distributor, sent a memo last week alerting employees of the investigation, <a href="https://variety.com/2020/tv/news/ellen-degeneres-workplace-investigation-1234717494/">according to Variety</a>, which broke the story. The probe of the award-winning show was prompted by interviews with employees who complained about instances of racial discrimination, intimidation and maltreatment <a href="https://www.buzzfeednews.com/article/krystieyandoli/ellen-employees-allege-toxic-workplace-culture">to BuzzFeed News</a> earlier this month.

Former employees reported being fired for taking time off or for going on medical leave. Others complained about racist remarks. A former employee on the show who is black told BuzzFeed that one of the main writers told her, “I’m sorry, I only know the names of the white people who work here.”

DeGeneres, who has built her brand around the phrase “Be kind,” is now facing a backlash over allegations that there is a pernicious workplace culture beneath the show’s happy-go-lucky veneer.

“That ‘be kind’ bull---- only happens when the cameras are on. It’s all for show,” one former employee <a href="https://www.buzzfeednews.com/article/krystieyandoli/ellen-employees-allege-toxic-workplace-culture">told BuzzFeed News last week</a>. 

In a joint statement to BuzzFeed, executive producers Ed Galvin, Andy Lassner and Mary Connelly said that “we take all of this very seriously and we realize, as many in the world are learning, that we need to do better, are committed to do better, and we will do better.”

President Trump’s refusal to commit to accepting the results of the November election, paired with his penchant for plunging the military into the partisan fray, has prompted scholars and legal experts to ask a once-unthinkable question: How would the armed forces respond if pulled into a disputed election?

Speculation about whether the military could be asked to play a role in events after the 2020 presidential vote has intensified in the wake of the Pentagon’s involvement in the government’s response to demonstrations against racism and police brutality.

Scholars cautioned that they are not suggesting that the military would proactively seek to influence the vote but rather that Pentagon leaders could be forced in a disputed election to become involved in a way that would appear partisan, similar to what occurred in the nation’s capital in the wake of protests in June.

A holographic image of George Floyd, the 46-year-old black man who was killed by police in late May, will be displayed in front of the Robert E. Lee monument Tuesday night in Richmond.

The traveling memorial, launched by the <a href="https://georgefloyd.foundation/pages/about-us">George Floyd Foundation</a> and <a href="http://change.org/">Change.org</a>, will move across the country to places like North Carolina, Georgia and other Southern states, tracking the route of the 1961 Freedom Rides, according to the <a href="https://richmond.com/news/local/tonight-george-floyds-family-in-richmond-to-launch-george-floyd-hologram-memorial-project-at-robert/article_99f38a0c-0fd5-52c2-8907-46abe12a7b9d.html">Richmond Times-Dispatch</a>.

The project, called the George Floyd Hologram Memorial Project, “aims to transform spaces that were formerly occupied by racist symbols of America’s dark Confederate past into a message of hope, solidarity and forward-thinking change,” said a <a href="https://richmond.com/news/local/tonight-george-floyds-family-in-richmond-to-launch-george-floyd-hologram-memorial-project-at-robert/article_99f38a0c-0fd5-52c2-8907-46abe12a7b9d.html">news release announcing the event</a>.

Since his death, Floyd’s image has circulated worldwide, his stoic face becoming a symbol of the struggle against systemic racism and police violence.

Now, his image will travel the nation in lights. The hologram comes to life as a series of fireflies flutter into place flanked by graffiti bearing his name.

“The hologram will allow my brother’s face to be seen as a symbol for change in places where change is needed most,” Rodney Floyd, the brother of George Floyd, said in a news release.

Tonight’s event will be held at the Robert E. Lee statue, renamed the Marcus David Peters Circle by Black Lives Matter protesters, from 7:30 to 10 p.m., according to the <a href="https://richmond.com/news/local/tonight-george-floyds-family-in-richmond-to-launch-george-floyd-hologram-memorial-project-at-robert/article_99f38a0c-0fd5-52c2-8907-46abe12a7b9d.html">Times-Dispatch</a>.

Protesters clashed with police in Tempe, Ariz., on Monday night, leaving one officer injured and seven protesters under arrest, local news outlets reported.

<a href="https://www.azfamily.com/news/7-people-arrested-1-officer-hurt-during-clash-between-protesters-and-police-in-tempe/article_0a2cf712-d080-11ea-b06d-634862a713a1.html">Footage</a> broadcast by 3 TV and CBS Channel 5 showed police spraying chemicals as they faced off against protesters, whom they wanted to move off the street onto the sidewalk. Police said protesters hurled objects at them, striking one officer in the head and causing a cut that required medical attention.

Demonstrators held a march earlier in the day to call for police reform and justice over the police-involved shooting deaths of two local black men: Dion Johnson, 28, who was killed in May by a state trooper who found Johnson sleeping in a car, and Dalvin Hollins, 19, killed in 2016 after he is alleged to have robbed a Walgreens.

Protesters said they wanted to see the officers who killed Johnson and Hollins held accountable. “A lot of these officers, they kill someone and then they get to retire early and they get to live off a pension,” one demonstrator told the crowd over a microphone, in footage aired on television.

The confrontation came after dark, when the crowd of demonstrators had thinned, the TV channels reported.

A Portland, Ore., resident reached a $1,000 settlement deal with the city of Portland after police launched tear gas that she said flowed into her apartment.

Officers with the Portland Police Bureau had fired tear-gas canisters around 8 p.m. on May 31, to control protesters at a demonstration against police brutality. That gas seeped into the apartment of Monique Jefferson, 46, and burned her nose and throat, according to Oregon lawyer Michael Fuller, who represented Jefferson pro bono, <a href="https://www.oregonlive.com/news/2020/07/downtown-resident-settles-with-city-of-portland-over-tear-gas-entering-apartment.html">Oregon Live reported</a>.

Jefferson sued the city for battery, negligence and nuisance, according to Oregon Live. She initially sought a settlement of $10,000 but accepted a payment a tenth of the size because, per the Associated Press, the police department is reducing its use of the gas.

Federal agents, meanwhile, continue to use tear gas in Portland, choking Mayor Ted Wheeler (D) with the chemical agent <a href="https://www.washingtonpost.com/nation/2020/07/23/ted-wheeler-portland-tear-gas/?itid=lk_inline_manual_121">last week</a>. Inmates at Multnomah County Justice Center, a jail in downtown Portland, also have complained that gas has seeped into their cells.

The city did not immediately respond to a request for comment about the settlement from The Washington Post.

The police department in Grand Rapids, Mich., said Monday that one of its officers mistakenly fired a long-range tear-gas canister at short range during a night of chaotic protests and confrontations between protesters and police.

Cellphone <a href="https://www.facebook.com/DirtySodaDakota/videos/10223301488669143/">video</a> posted to social media captured the May 30 incident, in which an officer is seen firing a weapon several feet from a protester, striking him in the shoulder in a blast of white smoke and sparks. The video shows the victim walk away, seemingly unharmed.

The police department said at a <a href="https://www.mlive.com/news/grand-rapids/2020/07/officers-unreasonable-use-of-force-in-riot-was-mistake-not-intentional-police-chief-says.html">news conference</a> Tuesday that the officer, who received a two-day suspension without pay for the incident, had mistakenly fired a tear gas round that is typically meant to be used at a range of 125 to 130 yards and to disperse a crowd.

The officer who fired the round thought that he was employing a short range “muzzle blast CS round,” which emits a plume of tear gas, but no projectile, and the canister of which closely resembles that of the long-range munition, a department spokesman said at the news conference, according to <a href="http://mlive.com/">Mlive.com</a>.

“We admit our mistakes when they occur. We hold our officers accountable,” Grand Rapids Police Chief Eric Payne said, adding that he hopes residents “fully understand the chaos that was going on that night and what our officers were dealing with.” 

WESTOVER, W.Va. — A black West Virginia man has filed a federal lawsuit against a police chief and two white officers accused of pulling him from his home and beating him, fracturing facial bones and causing other serious injuries, according to the lawsuit.

The lawsuit brought by Andre Howton this month in U.S. District Court in the Northern District of West Virginia names Westover Police Chief Richard Panico and officers Zachary Fecsko and Aaron Dalton.

Fecsko is accused of violating Howton’s civil rights by “unlawfully seizing” and using excessive force against him, while Dalton is accused of failing to intervene, among other allegations against the two. The lawsuit said Panico hired the officers despite previous records of violence.

Berkeley’s City Council will vote today to limit the city’s ability to impose curfews on protests and other civil demonstrations, citing the protesters’ protection under the First Amendment.

<a href="https://www.berkeleyside.com/wp-content/uploads/2020/07/2020-07-28-Item-A-Changes-to-the-Berkeley-Municipal.pdf">The proposal</a>, put forth by council member Sophie Hahn, seeks to change the city’s municipal code pertaining to curfews. Normally imposed to protect the public from major disasters such as earthquakes and fires, curfews have been used nationwide to limit violence and the destruction of property amid protests prompted by the killing of George Floyd in May.

Hahn’s proposal recommends creating a new category for curfews relating to demonstrations called “First Amendment Curfews.”

“If residents are confined to their homes some or all of the day and night … they cannot assemble publicly for any purpose, and their first amendment rights have been curtailed,” the proposal said.

If approved, curfews that infringe upon First Amendment rights would be required to have a “compelling interest, narrowly tailored to achieving that purpose,” <a href="https://www.berkeleyside.com/2020/07/28/curfew-protests-first-amendment-civil-rights">the Berkeleyside reported</a>.

Hahn <a href="https://www.berkeleyside.com/2020/07/28/curfew-protests-first-amendment-civil-rights">told the paper</a> that the proposal came in response “to ongoing demonstrations against police violence and white supremacy and the ‘terrifying response’ in <a href="https://www.oregonlive.com/news/2020/07/trump-sent-the-feds-to-quash-portlands-protests-what-we-know-amid-the-nightly-turmoil.html">Portland</a>, where there have been reports of non-identified <a href="https://www.theguardian.com/us-news/2020/jul/19/portland-police-federal-agents-protest">federal officers</a> arresting Black Lives Matter protesters without due process.”

The line to see Rep. John Lewis was so long, it was hard to know where it ended.

At a slow and steady pace, with modest efforts to remain six feet apart, the thousands of mourners wrapped around the Supreme Court and snaked through a queue on the Capitol grounds beneath the still-hot sun Monday evening, until finally they reached the foot of the Capitol steps. Some looked up to him in awe and silence. Others captured the moment in a picture. Sereeda McKoy steeled herself.

She had come, she said just before stepping into the viewing area at the bottom of the stairs, “because he did so much for me.”

“I just feel like I need to be here,” said McKoy, a 39-year-old African American woman from Alexandria, Va., apologizing as she tried to regain her composure. “We just owe it to him.”

The Justice Department said Tuesday that 22 people had been arrested in Portland, Ore., and are facing federal charges stemming from their roles in protests there last weekend outside the federal courthouse building.

Since late May, there has been “nightly criminal activity including assaults on law enforcement officers, destruction of property, looting, arson, and vandalism,” U.S. Attorney Billy J. Williams of the District of Oregon said in a statement.

The Trump administration has expanded the federal force operating around the Mark O. Hatfield U.S. Courthouse in Portland. Amid the protests, there has been vandalism, and some federal agents have been injured by fireworks and lasers aimed at their eyes.

More than half of the people arrested were charged with assaulting federal officers, the statement said.

Four others were charged with failing to obey lawful orders. One man was charged with operating a drone in restricted airspace.

A man from Canada was arrested for “harassing and stalking” federal employees, using his Twitter account to “knowingly release personal information of these employees in an attempt to threaten, intimidate, or incite violence against them,” the statement said.

The cases are being investigated by the U.S. Marshals Service, Homeland Security Investigations and the Federal Protective Service, the statement said.

The Jewish Federation of Greater Philadelphia is calling for Philadelphia NAACP President Rodney Muhammad to resign, after Muhammad last week published an anti-Semitic cartoon on his Facebook page.

The Facebook post depicted a cartoon image of a sinister-looking man with a big nose — a common trope in anti-Semitic imagery — over a large hand that is crushing a group of people. Next to it, Muhammad included a quote falsely attributed to 18th century French philosopher Voltaire that read: “To learn who rules over you, simply find out who you are not allowed to criticize.” 

The post also included pictures of rapper Ice Cube, football player DeSean Jackson and actor and TV host Nick Cannon, all of whom have drawn public criticism in recent weeks for perpetuating anti-Semitic conspiracy theories or stereotypes.

Jackson and Cannon have both apologized; Muhammad has since taken down the Facebook post. And the NAACP on Monday posted a statement by Muhammad saying it was “never my intention to offend anyone or cause hurt” and that the post was “an attempt to start a dialogue around criticism and understanding.” 

The statement did not directly acknowledge the cartoon’s racism, but it noted that the quote was not attributable to Voltaire and that the quote and cartoon had been previously employed by white supremacists.

“The NAACP strongly condemns any offensive language or imagery and stands against all forms of hate speech and anti-Semitism,” Muhammad said in the statement. “I stand with all members of the Jewish faith in the fight for social justice, and I intend to use this opportunity for thoughtful conversations with both the Black and Jewish communities.” 

The Jewish Federation of Greater Philadelphia on Tuesday called Muhammad’s statement “utterly insufficient” and said in a <a href="https://jewishphilly.org/statement-on-rodney-muhammad/" target=_blank>statement</a>, “It is clear that Mr. Muhammad has no remorse for the pain he caused our Jewish community and all those who stand opposed to bigotry and discrimination.” 

Steven Rosenberg, the federation’s chief operating officer, said the group did not see the statement as amounting to an apology. He said Muhammad — as a leader in one of the most prominent civil rights organizations in America — should also “know better” and ought to be held to a higher standard than actors and football players.

“A lot of people have lost their jobs for things that were even less offensive than this,” Rosenberg said.

A spokesperson for the NAACP did not immediately respond to a request for comment.

A masked white man who was seen in a viral video holding an umbrella and smashing the windows of a South Minneapolis auto parts store during the early days of protests over the killing of George Floyd has been identified by police as a suspected white supremacist who was seeking to incite racial violence.

The mysterious figure dubbed “umbrella man” on social media is a suspected member of the Hell’s Angels biker gang, the Star Tribune <a href="https://www.startribune.com/police-umbrella-man-was-a-white-supremacist-trying-to-incite-george-floyd-rioting/571932272/?refresh=true">reported</a>, citing a search warrant affidavit filed in court this week by a Minneapolis police arson investigator.

The police affidavit quoted by the paper says the man’s May 27 vandalism at an AutoZone near the city’s 3rd Precinct police station disrupted what had been a mostly peaceful demonstration two days after Floyd’s death in police custody. The automotive parts supply store was among the first buildings set aflame, triggering days of destructive protests that left a wide swath of the city burned and destroyed.

“This was the first fire that set off a string of fires and looting throughout the precinct and the rest of the city,” arson investigator Erika Christensen wrote in a court filing obtained by the Star Tribune. “Until the actions of the person your affiant has been calling ‘Umbrella man,’ the protests had been relatively peaceful. The actions of this person created an atmosphere of hostility and tension. Your affiant believes that this individual’s sole aim was to incite violence.”

Because the suspect has not been formally charged, the Star Tribune did not identify him, but describes him as a 32-year-old man who has also been implicated in another racial incident in nearby Stillwater, Minn., in which a Muslim woman was harassed by a group of men wearing white supremacist clothing. Police reportedly identified him based on a tip emailed to investigators.

U.S. Customs and Border Protection confirmed Tuesday that the agency is sending additional federal forces to Portland, Ore., where Border Patrol and CBP tactical teams have been at the forefront of the Trump administration’s response to nightly protests and rioting.

The Post <a href="https://www.washingtonpost.com/politics/more-federal-agents-dispatched-to-portland-as-protests-rise-in-other-cities/2020/07/27/20a717be-d03c-11ea-8d32-1ebf4e9d8e0d_story.html?itid=lk_inline_manual_177" target=_blank>reported Monday</a> that the new deployment would send roughly 50 additional CBP personnel, along with 100 deputy U.S. Marshals sent to help protect the large federal courthouse in downtown Portland that has been the focus of demonstrators’ anger.

“CBP can confirm that additional personnel were sent to Portland,” the agency said in a statement to The Post, without giving a specific figure.

“CBP remains fully committed to support the request from Federal Protective Services to protect federal buildings and property,” the statement said. “The additional personnel will serve to maintain our current capabilities on the ground.”

Federal law enforcement agencies generally do not disclose the number of officers and agents involved in a response, citing operational security, but as of mid-July there were 114 deployed to the city. It is unclear how many of the marshals and CBP personnel reaching the Portland area will replace or relieve the federal agents who have been facing off with protesters every night since early July.
