3 arrested, charged with murder less than 24 hours after Wilmington shooting

WILMINGTON — Three arrests have been made less than 24 hours after a fatal shooting Tuesday night in Wilmington, police announced Wednesday.

Arrested Wednesday evening and charged with murder were: Christian Lee Terry, 22, of Westfield Drive, Wilmington; Kevin Lane Noe Jr., 21, of Jodie Lane, Wilmington; and Corey Joseph Ruffner, 22, of Wall Street, Wilmington, according to police. The three are in the Clinton County Jail. They are scheduled to be arraigned at 10 a.m. Thursday.

A fourth person of interest from Xenia remains under investigation, police said.

No further information was released, as the investigation is continuing.

The victim was Layne Eugene Hall, 23, of East Center Street in Blanchester. The incident took place in the parking lot of 1112 Brownberry Drive.

The investigation had continued Wednesday with witnesses being interviewed and leads followed by detectives.

Wilmington police officers were first on the scene at approximately 8:40 p.m. Tuesday on a report of gunfire, according to officials.

Upon arrival they located a deceased white male who had been shot. A gold 2002 Ford is listed on the incident report.

“This was excellent police and detective work by all individuals and agencies involved,” said WPD Chief Ron Cravens Wednesday. “When reviewing the investigation as it developed, you can appreciate the excellent work done in this case.”

“Additionally, tips received from the public assisted greatly in the progress of the investigation,” said Cravens.” We thank the community for the overwhelming response to this. These tips solve crimes and save lives.”

Mayor John Stanforth added, “This is what community law enforcement is all about. And the community really responded, too.”

Police added that anyone with further information on this case are still asked to call WPD at 937-382-TIPS.

WPD expressed gratitude to the ACE Task Force of Greene County for their support and service with the investigation, as well as to Clinton County Prosecutor Rick Moyer, and to the Clinton County Sheriff’s Office and Ohio Bureau of Criminal Investigation for their work on the case, as well as to Wilmington EMS and Clinton County Coroner’s Office for their response Tuesday night.
