RICHMOND, Va. (WRIC) — The City Council unanimously voted on Monday night to construct a new off-track betting facility in Richmond.
In July, Colonial Downs announced its plan to turn the former K-Mart on Midlothian Turnpike into a betting parlor.
The decision on Monday moves plans forward for the proposed betting facility.
