CAROL: TONIGHT, GOVERNOR HENRY MCMASTER GAVE HIS THIRD STATE OF THE STATE ADDRESS. IN HIS SPEECH, HE SPOKE ABOUT THE STRENGTH OF SOUTH CAROLINA. NIGEL: THE GOVERNOR TOUTED LAST YEAR’S SUCCESS, INCLUDING A STEP FORWARD FOR EDUCATION REFORM. >> THE WAY WE FUND EDUCATION IS CONFUSING, NOT WORKING, AND NO LONGER SUSTAINABLE ALTHOUGH THERE IS NO EASY SOLUTION, WE KNOW THAT EDUCATION REFORM MEANS ACCOUNTABILITY, EFFICIENCY AND TRANSPARENCY FOR LOCAL SCHOOL BOARDS AN ADMINISTRATORS. IT ALSO MEANS REMOVING OUTDATED, INEFFICIENT, AND CONFUSING TESTING AND PAPERWORK. AND IT MEANS THE CONSOLIDATION OF DISTRICTS TO REDUCE OVERHEAD, CREATE EFFICIENCIES AND PUT MORE DOLLARS INTO CLASSROOMS. WE MUST HAVE A NEW PATH FORWARD. THE HOUSE HAS PASSED COMPREHENSIVE EDUCATION REFORM BILL, AND THE SENATE IS CURRENTLY DEBATING THEIR VERSION. I ASK THAT THESE TWO VERSIONS BE RECONCILED AND SENT TO MY DESK AS SOON AS POSSIBLE SO I CAN SIGN IT INTO LAW, AND WE CAN GET TO WORK. CAROL: MINORITY LEADER TODD RUTHERFORD DELIVERED THE DEMOCRATIC RESPONSE. NIGEL: RUTHERFORD ALSO SPOKE ABOUT EDUCATION, DEMANDING REPUBLICANS LISTEN TO TEACHERS. FAX THIS YEAR, -- THIS YEAR, OUR ATTENTION AGAIN IS ON PUBLIC EDUCATION. REPUBLICANS WILL PASS BILL, CALL IT REFORM, AND CALL IT A DAY. THAT CANNOT BE THE CASE THIS TIME. LAST SPRING WE HEARD FROM 10,000 TEACHERS RALLYING ON THE STATE GROUND DEMANDING THAT REPUBLICANS LISTEN TO THEM. FOR YEARS, REPUBLICANS IN POWER REFUSED TO LISTEN TO TEACHERS WHEN THEY SAID THEY CANNOT AFFORD TO LIVE AND RAISE THEIR OWN CHILDREN. THEY REFUSED TO LISTEN WHEN THEY SAID THEY CANNOT EFFECTIVE TEACHING CROWDED AND DECREPIT CLASSROOM CONDITIONS WHICH OUR STATE HAS FAILED TO FIX FOR DECA
